What is the Job Creation Partnership Program?
The Job Creation Partnership Program (JCP) links employment insured individuals and festival partners to promote long-term employment as well as community and local economic development. The benefits for JCP participants are endless – acquire new skills, build a network, maintain an active resume, and continue job searching.
Job Creation Partnership Program Participation
Eligibility
Prior to an interview with Ottawa Festivals, JCP candidate eligibility is determined according to the following criteria:
- Candidates must currently be in receipt of Employment Insurance (EI) payments or have received EI payments within the last 3 years (Reach back status)
- Candidates must be living in the Ottawa area
- Candidates may not leave employment to participate in JCP
- Candidates must not be a current full-time student
- Candidates must have their EI status verified by Ottawa Festivals
- Candidates may only participate in the JCP once in a 2 year period
Process
- Once a candidate has been determined eligible for the JCP, an interview with the Executive Director of Ottawa Festivals is scheduled
- If deemed appropriate for the JCP, candidate resumes will be forwarded, by fax, to one or more festival offices for secondary interview(s)
- Candidates will be contacted by festival directors for an interview
- Offers of employment will be extended from festival directors to candidates – start dates will be negotiated between the festival and the candidate
- Candidates will contact Ottawa Festivals immediately once JCP employment has been secured
- Once an offer has been accepted, candidates must contact Northern Lights Vocational Services (NLVS) to be recommended for the JCP position
- NLVS will forward completed paperwork to Employment Ontario for processing
- Ottawa Festivals will schedule an appointment prior to the start date between candidates and Employment Ontario to sign the JCP contract – please note that Employment Ontario verifies final approval for each candidate
Contractual Guidelines for Job Creation Partnership Program Participants
Work Conditions
- Participants work 8 hours/day (40 hours/week) with a 30 minute lunch/day
- Participants’ work schedules may need to be flexible according to festival, special event, or fair needs – to accommodate meetings, setup and other related special events
- Ottawa Festivals must be made aware of any irregular work schedules
- Participants work onsite at the event office – working from home on a regular basis is not allowed
- Participants must follow and respect all office procedures and guidelines
- Participants report to and receive direction from a supervisor
- Participants must notify supervisors immediately of any absenteeism – if a participant is ill for more than 3 consecutive days a letter from a physician is required
Job Searching
Participants are encouraged to explore other employment opportunities while participating in the JCP.
Participants are allocated 4 hours/week, which may be accumulated to a maximum of 8 hours every 2 weeks, for active job searching – including meetings with employment counsellors but excluding job interview time
Participants must notify supervisors when time will be taken for job search and interviews
Terms of the JCP contract
- Participants agree to a probationary period of 3 weeks at the onset, to ensure a proper match of skills with job requirements
- Any changes to a JCP job description must be agreed upon by both the participant and supervisor – Ottawa Festivals must be notified of all modifications
- Participants may terminate a JCP contract for other employment or enrolment in an academic program – participants may not otherwise leave a JCP contract without risk to future EI benefits and eligibility for other Employment Ontario programs
- Participants may be released from a JCP contract if there is an improper match of skills, an instance of inappropriate action, breech of trust or lack of work
- Participants are committed to a JCP position once the contract has been signed – modifications, including requesting moving to another festival or position even if a participant has been released from a festival, are not accepted
- If an issue or concern arises between the hiring organization and the participant, the supervisor must be notified and if no resolution results, the issue may be submitted in writing to the Executive Director of Ottawa Festivals – it is to the discretion of the Executive Director of Ottawa Festivals and the participant to follow up with the organization in regard to the issue; an impartial committee such as the Board of Directors of Ottawa Festivals may be called upon.
Northern Lights Vocational Services and Employment Ontario Procedures
Once a festival, special event, or fair director has selected a candidate for a position, the director will contact that candidate and extend an offer of employment. Upon acceptance, a referral letter will be forwarded to the Executive Director of Ottawa Festivals who will contact the candidate to review the next steps, which are outlined below.
The Next Steps
- Ottawa Festivals will provide the contact information for the most convenient Northern Lights
- Vocational Services (NLVS) office location – candidate is responsible for making an appointment
- Candidates who already have an NLVS counsellor are encouraged to contact their counsellor directly for an appointment
- When calling to set up the NLVS appointment, candidates must inform NLVS of the offer of employment and that it is a position with the Job Creation Program through Ottawa Festivals in order to set an appointment within 24 hours where possible
- Candidate must notify Ottawa Festivals d’Ottawa of the NLVS appointment time and NLVS counsellor name
Northern Lights Vocational Services Interview
- Candidates are given the opportunity to discuss the JCP position with a NLVS counsellor – how it fits with career goals. Whether it is the best placement based on what is available
- If the JCP position is deemed appropriate for the candidate, a rationale will be sent to Employment Ontario for consideration
Employment Ontario
- Employment Ontario will contact Ottawa Festivals on behalf of candidates to schedule an appointment for signing the JCP contract
Hiring Festival, Special Event, or Fair
- Once Employment Ontario has completed the documentation process, participants may begin with the hiring organization
- Ottawa Festivals will confirm the participant official start date with both the hiring organizatioand JCP participant
